Tim Siniard reports: Although poet Ogden Nash wrote that “Candy is dandy, but liquor is quicker,” several owners of planned package stores in the city have been taking their sweet time opening their businesses, despite being granted certificates of compliance nearly a year ago.
But on Monday, the Cleveland City Council in unfinished business approved an amendment to the liquor store municipal code, which will allow one six-month extension for each liquor store certificate holder from the date the certificate of compliance was issued.
The ordinance was passed 6-1, with Councilman Bill Estes opposing.
The decision to vote on the amendment was spurred during the council’s Jan. 14 work session when a general contractor representing applicant Paul Patel requested the council extend the deadline for his client because the store’s building plans had not yet been approved.
Patel’s certificate of compliance was issued April 8, and will expire one year from the date of issuance.
The store, to be named Paul’s Liquors, is planned to be constructed on Dalton Pike.

Hamilton County School officials said Tuesday that the settlement to a second victim in the Ooltewah High rape case was $60,000.
It was revealed earlier that the payment to the family of an Ooltewah High basketball player who was seriously injured during the incident was $750,000.
County School officials said, “The settlement information in the second Ooltewah case involving plaintiff “Roe” was unsealed recently by Circuit Judge Marie Williams. The Tennessee Attorney General’s Office filed a motion to lift the seal on the amount the Tennessee Risk Management Trust paid to settle the case.
“The board and the public have an interest in knowing how the claim was resolved, so the district welcomes the decision by Judge Williams to lift the seal regarding the settlement.”

The Moon River Fest has released its lineup for its 2020 festival.
Performing acts include Sheryl Crow, Nickel Creek, Drew Holcomb and the Neighbors, Indigo Girls, Robert Earl Keen, The Jayhawks and local band, Strung Like a Horse.
This is the sixth year for Moon River and third in Chattanooga after outgrowing its previous home at Memphis.
