  3. CONSENT AGENDA  
  4. Resolution 2023-01 – Authorizing the Cleveland Police Department to apply for the Violent Crime Intervention Fund and the Competitive Collaborative  Enhancement Grant through the State of Tennessee Office of Criminal Justice  Programs (p. 2-4). For camera systems on Greenway and parks along with other technology. One piece of technology would allow the police dept. to watch a live video stream of body camera footage on officers, this has a variety of potential uses, especially in emergency situations. 
  5. Resolution 2023-02 – Approving sub-recipient agreement with City Fields for  Down Payment Assistance through the CDBG Program (p. 5-18).  
  6. Resolution 2023-03 – Approving subrecipient agreement with Habitat for  

Humanity for Down Payment Assistance through the CDBG Program (p. 19-33).  

  1. Resolution 2023-04 – Amending the City’s Personnel Rules and Regulations to revise Section VIII Miscellaneous Policies, Subsection L. Anti-Harassment Policy (p. 34-38).  
  2. Resolution 2023-05 – Authorizing the Mayor to sign contract amendment #1  with Wood/WSP for CEI Services for the LIC North project (p. 39-43).  
  3. Surplus Property – Declaring a 1996 Jeep Cherokee as surplus property to be used by the Cleveland Fire Department for training purposes (p. 44).

  2. First Tennessee Building Update – After meeting with Mayor Brooks, Forest Preston, and Preston’s attorney, the council received a letter back from Cleveland Development Enterprises. The city needs to make a mutually acceptable contract. The price in the letter is not in a form that can be approved right now, the council needs a single number that can be put in a purchase contract. A contract with CDE and another with City Schools for their use of the building will be approved at the same meeting at the same time. The next conversation is providing CDE with the contract to be approved by their attorneys.
