Despite heavy November and December downpours that returned Bradley County to a
semblance of rainfall normalcy, the area still finished 2016 almost 12 inches below average.
By year’s end, the Cleveland Filter Plant had recorded 43.67 inches, some 11.80 inches
below normal. On average, the Cleveland area receives 55.47 inches over the course of a
year
The year’s rebound came in the final two months. In November, 5.21 inches fell, and this
exceeded the average of 5.06; and in December, 6.26 inches fell, also eclipsing the 5.39-inch
average.
Although the year’s seemingly never-ending drought parched the Bradley County landscape,
the dry conditions did favor the Cleveland Utilities financial reports month to month.
Customers, both residential and commercial, were buying more water and this increased
CU’s revenue — which in turn was used to help the local utility pay its own bills.

Throughout the month of January, the pro-life community will be celebrating the “Sanctity of
Human Life,” and New Hope Pregnancy Care Center will not be an exception.
“Sanctity of Human Life Month is a time to memorialize those who have died due to abortions
and pregnancy terminations, but it is also a time to celebrate the sanctity of life,” said Tracie
Shellhouse, New Hope chief executive officer.
It was former President Ronald Reagan who first began “Sanctity of Human Life Day,” with a
proclamation on the 11th anniversary of Roe v. Wade on Jan. 22, 1984. This year, New Hope
will host a “Celebration of Life” at Living Word Church on Jan. 21 at 5 p.m. and after a short
program, will end with a candle lighting.
It is the goal of both Shellhouse and New Hope to see people return to a culture that is life-
centered and, statistically, the attention that the pro-life movement has received nationally has
not gone unnoticed.
New Hope’s Celebration of Life will work to honor those whose lives have been lost and
impacted by abortion, as well as celebrating those who have chosen life.
New Hope will be launching a new HOPE Group in February for any woman who is working
through the pain of a past abortion. Those interested in joining the group can

As lawmakers head to the state capital to begin a new year and a new legislative
session,
Chattanooga representatives narrow their focus on making seat belts on school
buses a requirement.
The Woodmore bus crash that killed six children renewed the debate of seat belts on school
buses.
Only two days after the school bus crash in Chattanooga that killed six children,
Representative Gerald McCormick pledged to write a bill that would require every school bus
to have seat belts.
Currently six states require seat belts on school buses and safety organizations are split on
the issue.
It’s unclear if seat belts would have saved any lives in the Chattanooga
crash but the
National Transportation Safety Board said seat belts have proven to be effective specifically in
high-speed rollover crashes, such as the Woodmore crash.
Backed by many in the community, McCormick thinks 2017 could be the year school bus seat
belts becomes law in Tennessee.
The bill would have to pass through five committees and sub-committees before it goes to the
House floor for a vote. It could take a couple of months for that to happen.
Durham School Services were asked if they had any plans to add seat belts to their buses
even if it doesn’t become law. Durham responded by saying they only have seat belts on
buses where they are required by state law or by contract.
