Gov. Bill Haslam proposed Monday to make Tennessee the first state in the nation to offer tuition-free community college education to all adults who have no post-high school degree.

The Republican unveiled the proposal during his State of the State address to the General Assembly.

If the Tennessee Reconnect Act expansion is approved by lawmakers as part of Haslam’s 2017-2018 budget recommendations and accompanying legislation, the state would let adults who’ve graduated from high school join more recent graduates who already benefit from Haslam’s Tennessee Promise program, which offers lottery-funded last-dollar scholarships to attend community colleges.

The Reconnect and STRONG Acts are the final two pieces of Haslam’s proposed NextTennessee legislative agenda. It seeks to build and sustain economic growth and the state’s competitiveness for, the governor says, “the next generation of Tennesseans.”

In an economic society increasingly aware of the value of a dollar, most nonprofit organizations have seen decreases over the past several years in their charitable giving, according to officials at United Way of the Ocoee Region.

It is a trend that is the “new normal” for most nonprofit organizations across the country, and has been for multiple years, said Matt Ryerson, president and CEO of the local United Way affiliate.

In spite of the national trend, the local United Way has seen an upward trend in revenue for the past several years, Ryerson pointed out.

In addition, United Way of the Ocoee Region has once again been awarded with a Four Star rating from Charity Navigator. Charity Navigator is a third-party nonprofit watchdog that rates nonprofit organizations on a variety of metrics, some of which include transparency, revenue and administrative expenses.
