Cleveland City Council at-large councilman Richard Banks announced at the council meeting Monday that he will not seek re-election next year. Banks, an attorney, has served to two full terms after he was appointed to fill out the unexpired term of former councilman Tim Gobble when Gobble resigned to run for Congress. Banks has served nearly 15 years on the Cleveland City Council.

Also, Cleveland Police Sergeant Mike Moses was presented his service weapon by Cleveland Mayor Tom Rowland as Moses is retiring. The service weapon is now declared surplus, which follows a long tradition for retiring Cleveland Police officers.

With winter months just ahead, and harsher weather and temperatures on the horizon, Cleveland building permits dwindled during the month of November.

There were only $2,130,781 in planned construction and alteration projects which required a permit during the month, with only $154,000 in commercial offerings.

A breakdown for the month included $1,811,300 for residential projects, $154,000 for commercial, and $165,481 for alterations.

There were three non-residential business permits issued to Dee Burris of Burris construction for $139,000 for a commercial project on North Ocoee.

In additions and alterations, Stanbery Construction is planning a $50,000 addition for property on Highland Avenue.

Roof replacement and repair is an ongoing situation in Cleveland, despite it being almost nine months since the major, March hail storm that swept through the area.

A Criminal Court jury on Friday afternoon found Rhasean Lowry guilty in the beating death of three-year-old Tatiana Emerson.

Lowry was ruled guilty of felony murder and aggravated child abuse.

He faces a life prison sentence.

Lowry had maintained the child fell down stairs at the Econo Lodge on Bonny Oaks Drive on Aug. 26, 2014.

The treating physician at Children’s Hospital and the county medical examiner said the numerous deep injuries would not have been caused by a fall.

If you got stuck in traffic on Highway 27 on Monday, it was all because of a pothole that opened up again near the 4th Street exit.

The pothole is on the southbound side and has been a problem for a long time, requiring a few repairs each year. This part of the road is used by more than 70,000 drivers a day. TDOT spokesperson Jennifer Flynn says the pothole is a result of weather and a lot of wear and tear.

She says TDOT monitors problem spots and continually patches them. It’s a matter of safety.

The patch near the 4th Street exit covers a larger area than the previous patch done during the summer.

Also, because Monday was warm, crews used hot asphalt mix which lasts longer than cold asphalt mix. So, this patch should last several months.

The repair was finished around 3 p.m. Monday. Flynn says the bridge where the pothole is will be replaced as part of the overall Highway 27 project. She hopes it’s completed by summer of 2019 and will be a permanent fix to the pothole problem.
