Erlanger Health System’s bid to build a free-standing emergency department in Bradley County was denied Wednesday by the Tennessee Health Services and Development Agency.

The agency also denied a request from Tennova Healthcare — Cleveland, a 351-bed hospital in the heart of Bradley County, to do the same.

Representatives from each hospital presented arguments for why their project and not the other’s deserved a certificate of need, or CON, which grants health care providers permission to expand services based on an area’s medical needs. Both claimed that the emergency rooms at their main campuses are overwhelmed with patients who could be served by the new facilities.

After more than three hours of testimony, Dr. Kenneth Patric, the physician member of the agency’s board of directors, said he was “inclined to not approve either” project, because claiming a need for one facility and denying a need for the other didn’t make sense.

An escaped prisoner from Monroe County was apprehended Tuesday evening by a Bradley County deputy.

Bradley County dispatch had distributed a BOLO for a Terry L. Harris, who had escaped from the Monroe County Jail and was possibly in a PT Cruiser. The report also stated Harris was possibly in the company of his brother, John Moore.

Dispatch advised the suspect’s phone had pinged at the Family Life Center at Stuart Road at approximately 8:15 p.m. Tuesday night.

BCSO Deputy Dale Liner responded to the Stuart Road location and BCSO Deputy Paul Allen turned from his position on Paul Huff Parkway to assist Liner.

On route to Stuart Road, Deputy Allen stated he had observed a PT Cruiser at the Exxon station on Paul Huff Parkway and made contact with the vehicle, at which time the passenger in the rear of the vehicle exited the vehicle with his hand in the air and stated, “I guess you are looking for me.”

Deputy Allen identified the passenger as the escaped prisoner and immediately detained him. The other two passengers in the vehicle were identified as John Moore and Jaren Moore, who were having warrants issued on them by Monroe County.

The subjects were detained for the Monroe County Sheriff’s Office.

A Polk County man found with a large amount of meth has been sentenced to serve 70 months in federal prison.

Brandon Ratcliff appeared before Judge Sandy Mattice.

Agents carried out a search of Ratcliff’s home on Feb. 4, 2016. They found 56 grams of meth packaged in three separate bags.

The meth was found in an ammo can outside the residence.

Digital scales were found in the master bedroom along with three firearms. Ratcliff had a loaded

Taurus 40 caliber semi-automatic handgun on him.

Ratcliff admitted he sold meth and said he had sold at least a pound of meth over the past several months.
