Evangelist Billy Graham, age 99, passed away Wednesday at his home in North Carolina. He was famously known as “America’s Pastor.”

On Wednesday, Mayor Tom Rowland talked with young visitors from the Atlanta area at Medlin Hall. White wreaths of flowers are on the door of the dormitory where Billy Graham lived while a college student in Cleveland.

Mayor Rowland and Tennessee Governor Bill Haslam had made Graham an honorary citizen of the State of Tennessee and the City of Cleveland. Those proclamations will be sent to the Graham family at a later date.

The Bradley County Election Commission took steps Tuesday to clarify how it will address informal complaints regarding potential election irregularities.

The question arose after a Jan. 8 meeting where the commission discussed an inquiry about how District 6 constable candidate Tim Colbaugh had reported $0 in campaign expenditures, but has several election signs placed in the community.

The commissioners decided in the earlier meeting they would look into the complaints, and even contact the candidate as a courtesy — if there are questions.

Commissioner Travis Henry, also an attorney, came back Tuesday to emphasize that the Election Commission does not have the authority to investigate or seek penalties for election violations.

Colbaugh, in a follow-up response to the Banner’s coverage of the meeting, said he was attempting to follow the law when filing his financial statement and disclosure. He repeated that claim at Tuesday’s called meeting.

He stated he had ordered the signs and put them out, but hadn’t paid for them when he filed the financial statement. Therefore, he had spent no money on his campaign.

Since the debate and concerns in the earlier meeting, Colbaugh has amended his financial statement. This was confirmed Tuesday by Bradley County Administrator of Elections Fran Green.

Proposed annexation by the city of Cleveland of two parcels of property currently not within its city limits remains a “wait-and-see” game ; however, it appears it is just a matter of getting the details correct that is slowing the approval by the county’s response.

Bradley County commissioners tabled the request Tuesday until members of the Building and Land Committee, along with County Attorney Crystal Freiberg and Road Superintendent Sandra Knight Collins, can take a closer look at the proposed agreement between the two government entities at a meeting scheduled for 1 p.m. today in the mayor’s conference room at the courthouse annex.
