The Milken Institute’s report “Best-Performing Cities 2021: Foundations for Growth and Recovery” is an annual assessment of the nation’s 401 metropolitan areas utilizing short and long-term job and wage growth, high-tech GDP and business concentration, broadband access, and short and long-term housing affordability. Based on these criteria, Cleveland’s metro area experienced the largest change of all cities – large or small – rising 128 positions from 186th to 58th in the small cities category, which includes 201 metro areas with populations. The metro ranked 4th in 2018-2019 job growth and 11th in wage growth for the same period. High-tech GDP for 2018-2019 came in at 43rd, with housing affordability 2019 ranked 20th and housing affordability 2014-2018 ranked 65th.

In the United States, most states observe daylight savings time — which starts on the second Sunday in March at 2 a.m. and ends on the first Sunday in November at 2 a.m. — for eight months out of the year, and four months of standard time.

But the Sunshine Protection Act, proposed by Republican Sen. Marco Rubio, calls for not “falling back” in November and instead enjoying DST year-round. It would not change the country’s current time zones or the number of hours of sunlight.

The bill was already passed in Rubio’s home state of Florida in 2018 — but in order to go into effect, it requires a change at the federal level.

Fifteen other states — including California, which voted to make daylight saving time permanent in 2018, and Washington, which did the same in 2019 — have passed similar legislation.

In a recent statement, Rubio cited multiple benefits to extending DST, including reducing the number of car accidents Americans experience and helping reduce the risk of seasonal depression.

Three people including a former Bradley County corrections officer face charges for smuggling contraband into the Bradley County Jail; suspects include David Branson, a former corrections officer of the facility.

In August of 2020, investigators with the BCSO Drug Unit were notified about an inmate and civilian who were smuggling items into the jail. As the investigation unfolded, Branson was seen on security footage retrieving and delivering contraband into the jail and giving it to inmates.

Three days later, following an interview with investigators, Branson was immediately terminated and released in order for further investigation to occur.

Evidence from the investigation was presented to the Bradley County Grand Jury on March 3, 2021. Based on their findings, David Branson has been charged with Official Misconduct, Contraband into a Penal Facility, and Conspiracy to Introduce Contraband into a Penal Facility. Jesus Tyler Teague and Hailey Strickland have been charged with Contraband in a Penal Facility and Conspiracy to Introduce Contraband in a Penal Facility.
