On June 30th, 2016, Bradley County 911 received a hold up alarm from Central Pharmacy located on Peerless Road. Upon contact with employees, they advised a white male had entered the store and handed the clerk a note demanding morphine pills. The subject was making a gesture making him appear to have a weapon in his pocket. The clerk then provided the subject with the requested morphine pills. The subject then fled the scene. Officers and K9 units searched the area around the pharmacy and detained one male matching the description of the robbery suspect. After further questioning, that suspect was released.

Later that day, family members of Joshua Arp reported him missing. The robbery suspect’s photo was released to the media. On July 5th, 2016, numerous family members of Joshua Arp called the Cleveland Police Department and identified Joshua as the suspect of the robbery. A photo lineup was conducted for the employees at Central Pharmacy, and Joshua Arp was identified by them as the suspect of the robbery. A warrant was obtained for the arrest of Joshua Arp for the charge of Robbery.

During the months following, CPD followed up on several leads to locating and arresting Joshua Arp. Those leads were unsuccessful.

On March 29th, 2017, CPD responded to the area of Wesdell Lane in reference to human remains being recovered. Bones were recovered and sent to the Knoxville Forensic Center for an autopsy. Due to the location of the bones, as well as clothing and evidence at the scene, it was suspected the bones were that of robbery suspect Joshua Arp.

On May 16th, 2017, the CPD received the autopsy report. It confirmed the bones were that of Joshua Arp. There were no signs of trauma or foul play. The cause of death was ruled as morphine overdose, manner as suicide.

Groundbreaking for the Janice Casteel Connector of the Cleveland/Bradley County Greenway is set for Wednesday, June 7, at 10 a.m.

The connector runs from the city’s North Ocoee sidewalk system to Tinsley Park. The new sidewalk along North Ocoee has been in place for some time, while planning for the connector has continued.

The connector, which has since been named for former Cleveland City Manager Janice Casteel by the City Council, will begin at the North Ocoee entrance to Ocoee Crossing and follow the small creek to Keith Street between Logan’s Restaurant and Keith Street Ministries. It will go underneath the bridge on Keith Street at this location, and follow the roadway into Tinsley Park, veering along the creek by the softball complex.

The connector will then merge with the existing Greenway at the pedestrian bridge that crosses Mouse Creek.

Next Wednesday’s ceremony will be at the corner of North Ocoee and Ocoee Crossing, and parking will be utilized at the five-story Athens Federal Bank building just to the north on Ocoee.
